August 24, 2020

A La Porte man pleaded guilty to distributing unregistered pesticides from China to apartment tenants at a building he owned.

Cai Feng Yang, also known as Kevin Yang, pleaded guilty to three counts of violating the Federal Insecticide, Fungicide, and Rodenticide Act.

According to prosecutors, during trips to China in 2015 and 2016, Yang bought multiple boxes and bottles of highly toxic dichlorvos pesticides and brought them to the U.S. in checked luggage without registering them with the EPA, as required by law.

Yang admitted to distributing the pesticides to tenants to manage cockroaches and to part-time assistant building managers to kill bed bugs in some apartments.

Sentencing is scheduled for Oct. 27, 2020.
